Biography
H
alie Craig is a Principal at Origin Advocacy and has nearly a decade of legislative, policy, and industry experience, including holding key roles in the United States Senate and Silicon Valley.
During her time in government, Halie served as senior policy staff to U.S. Senators Ted Cruz and Pat Toomey, including in senior positions on the U.S. Senate Banking Committee and the U.S. Senate Commerce Committee. Halie has deep experience across a range of congressional functions and policy expertise in international trade, financial services, technology, education, labor, and judiciary issues. She is particularly experienced in the Senate nominations process, having worked on numerous nominations as a staffer as well as having been a nominee to serve as a Republican member of the U.S. International Trade Commission.
Prior to Origin Advocacy, Halie served as the Tech Policy Director for Ranking Member Cruz, where she led a team covering all aspects of technology, trade, and science policy for the Senate Commerce Committee. Her work included, among other matters, leading the development of successful bipartisan legislation, such as the TAKE IT DOWN Act (S. 4569 / H.R. 8989) and the SHARE-IT Act (P.L. 118-187); championing policies to preserve America’s competitive edge in artificial intelligence; and leading investigations into social media content moderation issues.
Prior to the Commerce Committee, Halie spent four years on the staff of former U.S. Senator Pat Toomey, including on the Senate Banking Committee. There, she led the Republican staff’s Byrd arguments before the Senate Parliamentarian during the debate over the Inflation Reduction Act, handled Federal Reserve governor nominations, investigated environment-social-governance (ESG) issues, and authored legislation to expand access to alternative assets in defined contribution plans (S. 4973). Halie also led Senator Toomey’s active trade policy portfolio at the Senate Finance Committee, including during the negotiation of the U.S.-Mexico-Canada Agreement (USMCA), the imposition of Section 301 tariffs on Chinese goods, and the introduction of bipartisan legislation to reform Section 232 tariff authorities (S. 287).
Between her years of service with Senator Toomey, Halie spent two years at Facebook (now Meta), where she worked on the company’s global content policy team. At Facebook, Halie advised product and engineering teams on how to mitigate in-product policy risks for the News Feed and recommendation algorithms, including by successfully spearheading greater public transparency measures. As a result of her experience in Silicon Valley, Halie is adept at translating Washington, D.C. for technology clients, and vice-versa.
Halie is a sought-after subject matter expert on trade and technology issues, regularly speaking on panels and publishing independent analyses in national outlets such as Foreign Policy, The Hill, and National Review.
Halie earned her B.A., magna cum laude, from the University of Pennsylvania in Political Science, with minors in Modern Middle Eastern Studies and Art History. She was nationally recognized as a U.S. Boren Scholar while at Penn, and completed her language study in Arabic in Amman, Jordan. She is a native of Bucks County, Pennsylvania.
