Practice Areas

Every decision follows a process. We work where outcomes
can still be shaped.

Policy Intelligence

Early identification of the legislative, regulatory, and political developments that will shape a client's environment — what is moving, who is driving it, and on what timeline. We track committees, agencies, and the offices where decisions originate, and identify what matters before it becomes conventional wisdom.

Government Strategy

Coordinated strategy across Congress, the executive agencies, and the White House. We map how a decision actually gets made — the authorities in play, the process it must move through, and the points where it can still be influenced — and build the plan to engage each one. Where a matter involves congressional scrutiny, we work the committee from either side: prompting an inquiry where one is warranted, or managing one alongside counsel when a client faces it.

Policy Design

The drafting work most firms outsource, done in-house. We write legislation, amendments, report language, regulatory comments, and petitions — the specific texts that determine outcomes. A position that no one puts into language never becomes policy.

We've written text that became law.

Decision Intelligence

Formal authority and real influence are rarely the same. We identify who holds the pen, who shapes the person holding it, and where a decision has a single point of failure — so engagement is directed to the people and moments that can actually change the outcome.

Advocacy

Direct engagement with Congress and the executive branch on a client's behalf. We take the analysis and the recommendation to the members, staff, and agency officials who decide, and make the case directly. Lobbying activity is registered and disclosed under the Lobbying Disclosure Act.

Nominations & Confirmations

We guide nominees, and the organizations that depend on them, through the Senate confirmation process — from committee preparation and courtesy calls to hearing preparation and vote strategy.

We have guided presidential nominees through Senate confirmation.

The best conversations begin before the outcome is decided.
